Can't find startup configuration file?

Files like
• Documents and Settings\All Users\Documents\PSConfiguration\Profile.ps1
• Documents and Settings\All
• $HOME\My Documents\PSConfiguration\profile.ps1
• $HOME\My Documents\PSConfiguration\Microsoft.PowerShell_profile.ps1

can't be found.

Do they need to be created manually?

Yes you have to create them yourself. The easiest way to do this start notepad and pass it the PoSH variable $profile. You will probably need to create the PSConfiguration folder in your My Documents directory first. At this point in time the PowerShellCX project doesn't create or modify the user's profile in any way.
